Paul Carter has been selected as the Conservative candidate for the upcoming Honiton St Michael’s by-election.
Paul lives locally, works as a Farm Manager at The Donkey Sanctuary, and understands the importance of hard work, responsibility and careful management. He is standing because Honiton St Michael’s deserves a councillor who will listen, work hard and focus on practical results.
This by-election is an important chance to deliver change for Honiton. Residents are paying more in Council Tax, local services are under pressure, the High Street needs support, and too many people feel East Devon District Council is not delivering good enough value for money.

Standing up for Honiton High Street

Paul will support the independent shops, pubs, cafés and market traders who keep Honiton going, and will work to bring more footfall back into the town centre.
Pushing for better local transport

Honiton residents deserve more reliable rail services and better local transport links. Paul will press for improvements and stand up for passengers who have faced years of delays and disruption.
Protecting access to local banking

Paul and the local Conservatives campaigned against the closure of Lloyds Bank in Honiton. Paul will keep fighting for face-to-face banking services, including a banking hub on Honiton High Street.
Challenging wasteful spending

East Devon District Council’s own Band D Council Tax charge has risen significantly since the Liberal Democrats took control. Paul will challenge waste, push for financial discipline, and fight for better value for council taxpayers.
Delivering practical change

Paul’s background has taught him that every pound counts. Whether you are running a farm, supporting a local business, working for a charity or balancing a household budget, money has to be managed responsibly. That is the practical approach Paul will bring to East Devon District Council.
